By this method, you have successfully cut off about 98% of total dollar demands from black market. The remaining 2 percent would have little or no effects on the price of imported goods and services.

Besides, this method would be far less attractive to any individual for exchange business. Dollar would be surplus, scarce, and at same time maintain it's true value. By then, it would very much easier for CBN to use economic tools to increase naira value.
