So Hell(eternal damnation) is a place inside of the Kingdom of God, same as Heaven. And Jesus Christ is the King in Kingdom of God meaning He is King over Heaven and over Hell - Matthew 25 vs 31 - 46. Jesus Christ also reveled one very important detail about all those who will end up spending eternity in the Kingdom of God which you overlook and if you can find that information from researching the Gospel writings first, you should have no problem getting the answers to your question above and probably many others you currently struggle with as well.
