It is the law it is in the constitution. Even NOI cannot be an ordinary commissioner in Nigeria again.

The law does not apply to Nigerians who were born abroad. It applies only to those who acquired citizenship of another country after they were born. Saraki was born in England so he is an automatic dual national and the law doesn’t apply to him.

If you give me a few minutes I will post the relevant part of the constitution.

Sections 137 president 182 governor, section 66 National Assembly. To be a minister you must meet the qualifications to be a National Assembly member according to section 147(5) which means the same laws that apply in section 66 apply to ministers.

I have posted section 66 below….the wording regarding president governor and house of assembly members and citizenship is the same so I have only posted section 66…but as you people say feel free to verify the constitution is available online.
