So once in power, they create their own "Ministry of Finance" and then useraw power to unleash a devilish kleptomaniac run on the Nations finances, in other to stark up resources for their northern agenda/future. Same reason they're not sharing revenue from their solid minerals nor opening up investments in their hydro carbon deposits.

Tinupoo seem to have noticed this too and has prepared his crooked politics for this agenda too. They're all in a desperate bid to loot everything in sight. That's the reason for the shortfalls not just mere corruption. The people entrusted with the responsibility to guard the treasury are the ones doing the looting. When this country voted in the APC into power, the country inadvertently gave the keys for the fish basket to rats and cockroaches.. It's now a "Turn by Turn Lootocracy"!
