Which warehouse is this? It does not look like a COVID 19 wharehiuse because I saw people inside moving around and some on seats like they are in their place of work. A COVID 19 warehouse is always locked with key without any access to People. It seems it is different here.

When such cases happen , it's the leaders in the constituency and local government that are the problem, not the governor. The fact that the governor distributed the palliatives to each constituency should tell you he's done his part already.
