my download speed on my andriod is 7.2mbps while upload speed is 1.2mbps and am using etisalat easy blaze,broadband finaly faster than u

When browsing with my Etisalat Blackberry as a modem, the speed is capped at 115.2. I wonder why?

from ping.eu i saw 'Your download speed is 11.73 Mbps or 1.466 MB/s' but from my download manager im actually getting max of 246KB/s i.e., 1.968mbps and min of 86KB/s
