Conscription/mandatory military service is active and legal in South Korea.

Military has different departments and units. The entire 300k are not going to be deployed to the frontline. It doesn't work like that. The bulk of the 300k are going to be in charge of logistics.

In modern warfare, the quantity of the troops at the frontline are always smaller compare to the ones in charge of the logistics and the one manning the supply line. The more land you seize, the more men you need to secure the land.
