even if someone stepped down for Umahi, Umahi was not in the race from the beginning. After he stepped down, it was those that contested for the primary elections that were supposed to contest again. Umahi did not participate in the first primary election, so he is not qualified to participate. It would have been different if The man that stepped down for him was the only one that bought form and participated in the primary.
