The members of the PDP’s National Working Committee (NWC) gathered together many times within/among themselves, and they debated and argued on a wide range of issues, including their various “allowances”.

After they reached their conclusions, the wider body, (that is, the rest of the other PDP Party-Members) are not aware of these conclusions.

They didn't publish the draft Communique of their conclusions and make them available to the rest of their Party-Members in order to allow for public discussions by the Party-Members.

It was all a round-table agreement between themselves,, and the implementation of such agreements were also within themselves.

The Money they were using to implement these agreements belonged to the Party.

And they never released/published these spendings (and/or their party annual expenditures) for the consumption of the general Party-Members who might be interested to know..

In fact, they are not even planning to release/publish such Information in the nearest future.
