Bola Tinubu, presidential candidate of the All Progressives Congress (APC), says Nigerians don’t want repackaged promises. In the forward of his manifesto, Tinubu said he and Kashim Shettima, his running mate, plan on promoting a society based on shared prosperity, tolerance and compassion.

The 80-page manifesto, dubbed ‘Renewed Hope 2023 – Action Plan for a Better Nigeria’, will be unveiled by President Muhamadu Buhari on Friday (today).

“Senator Shettima and I have traversed every part of our beloved nation, listening to the concerns of our fellow citizens. Young and old, poor and rich, educated and uneducated, Christian and Muslim; all have expressed their views and concerns,” Bayo Onanuga, director of media in the campaign council, quoted the former governor of Lagos as saying.

People do not seek superficial answers to hard questions. Nor do they want the broken, unimaginative, failed promises repackaged and fed to them again. They want true and innovative solutions which address the challenging realities of today.

“Our party, the APC, was founded on the premise that the people of our beloved country are entitled to the benefits that only progressive good governance can procure.

“When I was governor of Lagos, my team and I developed institutions and policies that changed the face of the state. It became a safe place for its residents and an engine of prosperity for all those willing to work in pursuit of their economic dreams.

What my team and I achieved in Lagos, together we all can achieve for Nigeria. Our objective is to foster a new society based on shared prosperity, tolerance, compassion, and the unwavering commitment to treat each citizen with equal respect and due regard.”

The presidential candidate said under his leadership, security personnel would be equipped with modern hardware.

“Police personnel will be freed from extraneous duties such as VIP security and guard duties,” he said.

“VIP Security and provision of security for government buildings, installations and other critical assets will be transferred to The Nigeria Security and Civil Defence Corps (NSCDC).

“The NSCDC shall be evaluated and reformed to be better integrated with our internal security apparatus.”

In 2015, Buhari was hardly a promising candidate, but things were not supposed to be this bad. The man did not solve any problem but worsened everything with his impotence and sadistic arrogance. That was a leader Tinubu helped install twice & we're supposed to trust his judgement again? No!

After the monumental disaster called Buhari, Nigeria cannot afford another leader whose driving motivation for the presidency is to merely fulfil a lifelong dream. Tinubu has a right to pursue his ambition but not at the expense of poor and long-suffering Nigerians already counting down to the days when Buhari’s nuisance will be escorted out of Aso Rock.

The 2023 election should be a turning point. Recruiting another bumbler as president jeopardises that chance. We can all agree that Nigeria deserves better than a candidate without a viable record of administrative success beyond the cheap propaganda retailed in the media and parroted by those who do not listen to their own thoughts before mouthing them

The claims by President Muhammadu Buhari and his party, the All Progressives Congress, that a key campaign document, “My Covenant With Nigerians” did not emerge from them is false and misleading, a PREMIUM TIMES investigation has shown.

Party insiders said the document, which harmonised promises contained in the party’s manifesto and various campaign speeches by Mr. Buhari and Vice President Yemi Osinbajo, was produced after rigorous and extensive deliberation with top campaign officials and the president himself.


After the president signed off on the final version of the covenant, insiders say, the document was emailed to journalists at the time by well-known campaign staff charged with circulating publicity materials for the organization during the period.

For instance, Egghead Odewale, who worked at the headquarters of the presidential campaign in Abuja, sent a PDF version of the document to PREMIUM TIMES on March 12.


Apparently concerned that the document was not getting enough publicity, another campaign official emailed a word version to reporters on March 16. Newspapers and websites thereafter ran several stories on the document. Vanguard’s version of the report, entitled “My contract with Nigeria – Buhari” was later republished by the APC on its website at 8:52 a.m on March 17.

The then Lagos governor, Babatunde Fashola, who was in charge of fundraising for the campaign, delivered a campaign speech on March 23, where he clearly referred to the document.

“The APC is proud to have as its flag-bearer, a patriot with the public stature and integrity of Gen. Muhammadu Buhari, who has unreservedly committed to this vision and mission as reflected in his Covenant with Nigerians and campaigns promises,” Mr. Fashola said at a meeting of APC governors at the Banquet Hall of the Imo State Government House, Owerri. It is not by accident that teeming millions of Nigerians are showing their support effusively for Gen. Buhari.”

PREMIUM TIMES can also report that “The Covenant With Nigeria” was also one of the documents the Ahmed Joda-led Transition Committee used in producing an 800-page report detailing swift steps Mr. Buhari must take to fix Nigeria.

There are lot of highlights from that policy document. Some of them are:

—The policy document gives student the right to borrow from TetFund to pay school fees and they pay back in installment when employed.

— Establish new management system for federally funded primary & Secondary schools. This will be managed by boards of education and the membership will include members of the local communities who will have decision making powers. This board will oversee management of all government school within a given locality.

—Establish through new legislation a special education fund consisting of zero coupon bonds. The bonds will be sold in tranches to private investors or purchased in market clearing exercise by CBN. This will find universities while reducing the per capita tuition cost to students.

—NSCDC will now be handling VIP security and the police will focus on the usual securing of the populace.

—He will introduce Forest Security Force which will be a section that will man the forest in Nigeria to gather intelligence and act on it.

—Anti-Terrorist Battalions (ABATTS) will be created and they will be drawn from special squad with strategic and tactical abilities to go after terrorism and bandits.

—Merge housing agencies into a single vibrant one and they have three main core functionalities:
-Grant low interest rate mortgage.
-Guarantee qualified mortgages through bank.
-purchase mortgages from private banks.

—We are moving away from budget projection based on dollar value of oil revenue. The fiscal methodology will base the budgeting on projected level of government spending which optimizes growth and jobs without causing unacceptable level of inflation.

—He Introduced commodity boards for farmers which establishes minimum prices for cashew, cocoa, okra, palm, cassava, and etc. which will guarantee them that their proceeds will be fully bought. This will be done in conjunction with the private sector.

—Establish a FG funding for local government to construct storage facilities in major marketplaces of major cities/town to minimize waste and better preserve perishable food items.

—Establish special Enforcement and monitoring unit with mandate to protect the pipelines by deploying technological interventions of stationary aerial monitoring platforms. This will support the goal of increasing oil production to 2.6mmbpd by 2027.

—Create host communities Development Trust which will foster greater assistance from oil company to host communities. He will also mandate IOCs to assign a share of revenues towards knowledge sharing and tech transfers to indigenous companies.

—Decongest the Apapa Port and encourage greater use of other major seaports in the country such as Onne, Warri and Calabar. Our policies will include tax relief, credits, relaxed duties and and tariffs and other financial incentives.

National leader of the ruling All Progressives Congress, APC, Bola Tinubu had during the presidential campaign in 2015, referred to President Muhammadu Buhari as the only solution for the security and economic challenges facing Nigeria.

During a mega presidential rally, the former governor of Lagos State recalled how some powerful nations in the world returned to army generals when they were challenged, saying “Major General Buhari would revive Nigeria’s economy”.

He named the current opposition People’s Democratic Party, PDP as the “Poverty Development Party saying they had nothing to offer.

His words at the time were; “Every nation has a period of their own challenges, when America was challenged, they turned to one great man, their ex-military general, General Eisenhower. When the French were challenged, they turned to their general, Charles de Gaulle.

“When Britain was challenged, they turned to their general. Today, Nigeria is economically and physically challenged so we turn to General Muhammadu Buhari. He is the right man for the job. If you talk about military experience, he has it abundantly, he has courage, simplicity, he has it abundantly.

“If you talk about great determination, a combination of vision and ability to perform, honesty and integrity, he has it abundantly.

“I laugh when the incapable government, ‘Poverty Development Party’ PDP were talking. They have nothing again to say, they now want to question the qualifications of General Buhari and look for his certificate”.

Following the manifestos in 2015 which projected the APC presidential candidate as a ‘saviour’, Buhari defeated the then incumbent president, Goodluck Ebele Jonathan with Nigerians expecting a total change in security and economy.

The 2018 Rating by Transparency International placed Nigeria at 148th position out of 180 countries. Nigeria was improving over the years under the previous government, until Buhari got elected as president, things became worse.

There is a difference between fact and fiction. We need to face facts, Buhari is worse than GEJ when it comes to fighting corruption, at least that’s what the facts prove.

Most of us believed there was corruption under Goodluck Jonathan’s Government. I agree with those who did, there was corruption, but not as bad as it is today under Mohammadu Buhari.

In 2012, Nigeria was placed at 139th position, In 2014, Nigeria gained 3 steps and was placed at 136th position. Under Buhari, Nigeria has lost many positions down to 148th.

There’s no further proof needed that corruption has worsened under Buhari’s government compared to previous years.

Insecurity: Recruit 50 million youths into army, Tinubu urges FG

All Progressives Congress chieftain, Bola Tinubu, on Monday, urged the Federal Government to recruit at least 50 million youths into the Nigerian Army to boost Nigeria’s fight against terrorism, banditry and all forms of internal and external security threats confronting the nation.

Tinubu spoke at the 12th colloquium to celebrate his 69th birthday in Kano State.

He said, “We are under-policed and we are competing with armed robbers and bandits to recruit from the youths who are unemployed —33 per cent unemployed?”

“Recruit 50 million youths into the army,” he stated, adding that “what they will eat —cassava, corn, yam, will grow here.”

The APC chieftain, while reacting to recent statistics by the National Bureau of Statistics that over 23 million Nigerians are jobless, also urged the government to create jobs for youths in the agricultural value chains.

He said, “Don’t talk about illiteracy, anybody who can hold a gun, who can handle a gun, who can cock and shoot is technically competent to repair a tractor in the farm.”
