Lagos had had an enabling environment before Tinubu came. It wasn't Tinubu that built market in Lagos. He himself met a thriving market. People had been traveling in droves to Lagos long before Tinubu contested for governorship election. It's surprising how you talk as if Tinubu was the first governor of Lagos State.
