In the stores, you will be given your change to the last cent with receipt except you decline the receipt.

Your statement definitely means you've never been to Europe. In Belgium 80% of shops has exchange machines, else the cashier will give you your balance. Same in France etc. In most transport you can buy tickets from the driver and pay in cash or card. Stop saying things you don't know.
