THE Minster of Power, Professor Bath Nnaji and the Minister of Information, Mr Labaran Maku, were told at the weekend how the Chinese firm, SEPCO Electric Power Construction Corporation, that constructed the multi-million naira Olorunsogo Power station in Olorunsogo, Ogun State denied Nigerian engineers the opportunity to acquire technological know-how to maintain the plant.
The acting Chief Executive Officer (CEO) of the station, Mohammed Almu, confirmed to the ministers who were on inspection tour of the 335megawats plant that besides producing the operating manual of the plant in Chinese language, the Asian engineers running the plant often prevented Nigerian engineers employed in the plant from getting close to them to learn how to maintain it.
The ministers also learned that even when the memorandum of understanding signed with the Chinese required them to supply two years running spare parts, they failed to do so, leaving the plants without spare parts to fix six faulty turbines out of a total of eight units.
According to the CEO, "on the issue of spare parts, at the time of handing over of this project, they (Chinese) were supposed to give us two years running spare parts but what they gave us were just small spare parts. That is why we are having serious problems.
“And anytime we contact them, they will promise to bring the parts but up till now, they have not given us any.”
Nnaji expressed disgust at the level of incompetence in the areas of technical and managerial knowhow of the staff but vowed to ensure that something was done to change the situation.
In his contribution, Maku said the tour by the ministers was “a fact-finding one to find out what the problems are, what the prospects are and what is the state of progress in all our power plants.”

why are these issues cropping up now. During construction and eventual handover, why were these issues not raised? Now that they seems to have returned to their country, we are crying foul.
