This is not true. Buhari won the northern block votes 3 times but he never became president with the northern block votes. I however agree with your assertion on the need for restructuring.

Will PDP win in the first place?

Nah lamba Atiku, Wike and co dey play us. That fight you see there is political strategy to sway the North's sympathy to their man, win their heart and later everybody fall in and win the election. You take over power from an incumbent without strategic moves, APC used theirs in 2015 by using insecurity, levelling PDP of corruption and the likes. Now that pattern is stale.
