For a small country like Sudan, well, they can throw them around. But for a medium one like Nigeria, it won't even work, not to talk of a powerful country like Russia.

The Russia president was under warrant of arrest by ICC not UN warrant and those present in the meeting are Russia representatives not the Russia president and even USA did not recognise ICC law, meaning if Putin enter USA today, USA can’t arrest him due to them not being a member.
