Not quite. It was at a UN meeting. Normally, diplomats, foreign ministers, and first ladies often follow their presidents to the UN meetings. While the presidents are meeting, diplomats, first ladies, and ministers hold theirs too. In this case, it was foreign ministers of BRICS countries meeting. They won't discuss anything serious. Just socializing and getting to know themselves.

But Russia is under suspension (am I wrong?) and the president under warrant of arrest, so how come Russian delegates are still there?

This is exactly what incompetent leaders do. They blame others for their own failure.

This issue Armenia is facing today wouldn't have been a thing if this incompetent man did his job as a leader.

The reason NATO killed so many foreign leaders is that they were getting closer to China and Russia ( Lumumba for example), I guess some people's democratic wishes are of no importance.

Ukraine says its forces struck a Russian air base in Crimea overnight.

A source close to Ukraine's security service said "serious" damage was caused to the Saky air base in western Crimea.

But an adviser to a Russian-installed official on the peninsula claims none of the missiles fired by 🇺🇦 Ukraine hit their target.

Strikes on the 🇺🇦 Ukrainian region of Kherson have left five people dead and 10 others injured, local officials said.

Russian attacks were reported across Ukraine this morning, hours before Volodymyr Zelenskyy's meetings with 🇺🇸 US officials.

They also targeted power infrastructure for the first time in six months.

Countries are sovereign entities, so it's impossible to issue a warrant or arrest their presidents or ministers. But the US and EU often issue warrants anyway to embarrass the president, but they can never arrest them. How the warrants works out depends on how powerful your country is. For a small country like Sudan, well, they can throw them around. But for a medium one like Nigeria, it won't even work, not to talk of a powerful country like Russia.

Russia was suspended from the UN Human Rights Council and not from the UN itself. I should add that the UN only works because Russia and China are there. If the UN dares to expel them, then they will form their own association that will rival the UN. That alone defeats the purpose of the UN.

Russia and China have a veto, so to exclude them from the un, you need them to not exercise their veto power.
Imagine a hitman was sent to kill you, but his gun needs your permission to shoot, what will you do ?

The Russia president was under warrant of arrest by ICC not UN warrant and those present in the meeting are Russia representatives not the Russia president and even USA did not recognise ICC law, meaning if Putin enter USA today, USA can’t arrest him due to them not being a member.

USA will never join ICC.
