A gentile is a term used in scripture to reference all those who are not born of either of the tribe of Benjamin, Levi, or Judah — the Jews. So, Jesus Christ did send all of His disciples into the world to be fishers of men, but what men were they to fish out? He sent them out into the Gentile world to fish out the lost sheep of Israel — all their brothers and sisters of Israel who were scattered by God to every tribe, every language, and every nation — from amongst them. So, it is wrong to assume that Paul was sent to those who are non-Israelites.

1. Sorry you misinterpreted the verse of the scripture. The verse is talking about the 12 disciples as Jesus sent them out to preach to the lost Jews. See the way the Bible puts it: "Jesus sent out the twelve apostles with these instructions: "Don't go to the Gentiles or the Samaritans, but only to the people of Israel — God's lost sheep."

2. John 3:16 says, for God so loved the world that he gave his begotten Son, that whosoever believes in him, shall not perish but have eternal life. Just for the love God has for the world, he sent his only begotten Son Jesus to the world. So he wasn't sent to a particular section or tribe, he was sent to the world to reconcile us to God.
