CRIMINAL JUSTICE SYSTEM: IGP STANDARDIZES POLICE INVESTIGATION PROCESS


Directs against Duplication, Parallel Investigations


The Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, NEAPS, fdc, CFR, in a bid to strengthen the criminal justice system and standardize investigation processes in the Nigeria Police Force, has ordered a streamlining of all police investigative processes to prevent duplication of investigation via indiscriminate petitions and transfer of cases initiated by individuals and groups who have been indicted in initial investigations as a way to frustrate diligent investigation process and truncate criminal justice delivery.

The IGP gave the directives while reviewing and dealing with files/cases in response to complaints on indiscriminate transfers of cases from Zonal/State Commands and other investigative units of the Force by operatives of the Force Criminal Investigations Department, Force Intelligence Bureau, and other Force Headquarters Based Investigation outfits under the guise of re-investigation at the prompting of indicted parties. He stressed that the situation has often given rise to parallel investigations by multiple units leading to conflicting arrests of parties, and different outcomes even when such matters have been conclusively investigated and charged to court.


The Inspector-General of Police has therefore warned that transfer or taking over of cases from Commands/Formations to FHQ-based outfits must only be carried out upon approval of a written petition to the IGP which will serve as authority for any such action. The IGP equally appeals to members of the public to be on the same page with the Police leadership in its bid to sanitize the process and strengthen our criminal justice system. He has similarly warned that officers found culpable of colluding with lawyers of, or indicted parties to abuse police investigative process will be sanctioned accordingly.

In my own little contribution to this....

This cannot work effectively IF THE NIGERIAN POLICE DOESN'T HAVE A UNIFIED DATABASE SYSTEM which serves for the whole of the Police Operations in the country.



I think the Nigerian Police should have a unified database across the whole nation.

So that someone cannot come to one station and report someone, and then, the same person that was reported against (in the first station) would carry the same matter to another station with a slightly distorted narrative, and yet, the second station wouldn't be aware that such a case was already pending in another station.

The Nigerian Police should streamline all their database and data-management systems, and make it unified, and then, allow it to be updated in real-time.



Then again:......
The Nigerian Police should also have access to the NIMC’s NIN-Numbers database, and BVN, and INEC’s VIN-Numbers database, so that people's identities can be verified properly and also cross-verified when necessary..

The Nigerian Police are supposed to have all the necessary security by-pass to all the possible available identity-management data-base systems in Nigeria, including BVN, NIMC-NIN, NCC, FRSC, TIN, NHIS, NPC, INEC-VIN, PASSPORT-NUMBER etc., and be able to cross-check data from any of them in order to get out every possible information that pertains to the identification of individuals, which would give them further leads in their investigations.

But here we are in Nigeria, we have a very docile police system who doesn't even have the slightest access to any privileged information or intelligence.

Even the banks have by-pass access to run checks on customers’ INEC-VIN, NIMC-NIN, FRSC-LICENCE, AND PASSPORTS.
But our police doesn't have any, which is very very baadd.


THEN,, For the sake of privacy policy, and for the Protection of private information of the citizens, the by-pass granted to the police for the checks should be regulated, and be fully official and formal, and ANY of such checks made on any of the data-base portals would be properly lodged against the logon-identity of the officer who conducted the check as well as that of the team-leader who authorised the checks, including the file-number of the case-file for which the check was done.

Thus, the results of any single data-base checks should have the logon-identity of the officer who ran the check and that of the officer who authorised for the checking to be done, the title of the case-file and file-number, and a brief description for the need of the check..

This would minimise unauthorized checking of people's private information by compromised or unauthorized police officers, for unauthorised purposes.

We appreciate the IGP.


However there is need to institutionalize these reforms.

The police can sponsor a bill to the National Assembly to make laws to protect these reforms, else some other unserious IGP comes and jettison these reforms.

WHEN WILL THE NIGERIAN POLICE MAKE IT VERY EASY FOR PEOPLE TO CALL THE POLICE ON PHONE AND REPORT THEIR ISSUES, AND GET IMMEDIATE RESPONSE FROM THE POLICE, WITHOUT HAVING TO BE THERE PHYSICALLY IN ANY POLICE-STATION.??

The heading and the story are saying two different things. The heading says the IGP has achieved standardizing investigations while the story says it is an order given which is yet to be implemented

I don't think this is necessarily something good.

I know of several cases where a local DPO has been compromised and the only way the case could be resolved was through petitioning the zonal or state police command.

I think this kind of rule will further give local DPOs more power and room to sweep strong cases under the carpet.

Many of those DPOs have become puppets in the hands of local thugs and rich men. If any thug harms you and you report to your local station, those DPOs will order their men to write "two-fighting" and that will be the end of the case.

Let there be multiple investigation. At least, it serves as a means to check and balance these corrupt DPOs.

The NPF is an arse.

If someone comes to a police station with a "slightly distorted narrative", why should that affect the result of the investigation? Is that not why there must be an investigation to ascertain the veracity of a complaints story? If the police obtain different results from one investigation, shouldn't be a result of the failure of police investigative processes which are usually about helping the highest bidder than ensuring justice? Why are you blaming poor database for bad police work?

Am glad you called it "docile police system ". Is it lack of database that made the system "docile"? Is it availability of database that will make it not to be docile? If you fix the docility, how database fix it?

The Nigerian police force is the best in Africa. The enthusiasm of our darling police men and women to fight crime can never be matched by any other police force in Africa. We are indeed the true giants of Africa. The exploits of our darling police force can be felt in every corners of our country, from the north to the south and from east to west. They've paid and are still paying their dues.
As Nigerians, we must always appreciate the sacrifice of our service men and women towards ensuring our safety. I can't imagine a Nigeria without the police force. Let us join hands with the police to fight crime.

Guy, you just nailed it. This is exactly what I have always had in mind. Without these, the so called security system in Nigeria is a joke. I spend half of my time abroad and I know exactly how things works there.
I wish the Nigeria Police/ Government can see this post and kindly engage you for the implementation of this process.

The police should not be deterred by what criminals post on social media, legit Nigerians love the police force, even though they are some bad eggs, we can't throw away the baby with the bath water. We love our police force, it's there for public good and safety. Lots of criminals on twitter, Facebook and nairaland.

We need to overhaul the entire Criminal Justice System in Nigeria. Remove expired laws, introduce modern laws, inject fresh blood into the Legal system. End the era of old sleepy justices and judges. Introduce the Jury method composed of young common Nigerians. A new Criminal Justice system that would dispose of a court case in the shortest time within 3 days for High courts. And 90 days to be settled by Supreme court.
Someone will dupe you of millions and ask u to take him to court that he will make sure the case will stay in the court for several years. It happened to me

Our police that uses exercise book and paper reports! How do you want to standardize anything!

When you go to file a police report then you'll realise how useless the Nigerian Police Force is!

True story- a car house was robbed and a car stolen. Car was recovered and because of the high profile nature of the victims, the sent their forensic team with forensics kits to brush for finger prints. The idiot smears everywhere with black powder and I ask him, " donyou have a database to run the finger prints against" ...he laughs and says " you no sabi how this thing work, we will put this is in a machine and it will bring out the picture of the owner of the prints.". I thank him for his insights and move on...Forensics 101

Aso rock or NNPC not get database... Government houses in Nigeria no get database.... Why?... Because you can't trace any money that comes into this institutions as there no logs or automated auditing that comes with databases.
