Dude, this is Nigeria....a lot of shit goes on which you wouldn't expect to happen in a sane society where there's accountability and the rule of law! You may just as well say there should be no incidents of Fulani herdsmen attacks and state-sponsored murders in the south-east b'cos there are Igbos' in the region! A lot can be done to frustrate the issuance of PVCs in the south-east, and the people teleguiding it don't necessarily have to be in the region! I'm sure you've heard of reports of what's happening in Lagos!
