Kaduna South is a Local Government, Southern Kaduna is a senatorial zone

Can you break it down for me please.
when Party A scores 51, Party B scores 31 and Party C score 71.

The "Establishment Party A" candidate with "Structure" can have his Structure transfer results from Party B by taking 20 (31 - 20 = 11) and 15 (71 - 15 = 56) thereby making his own votes 51 (+ 20 + 15 = 86).

So the real voting is;
A 51; B 31; and C 71, but declared results will look like A 86; B 11; and C 56, thereby coasting to victory.

They will decide this night on the decision to take.
