He knew that electoral law is not emphatic about uploading of results real time. Electoral Law says INEC should upload results which they have done. It didn't say online real time. Also, manual collation is there in the Electoral Law. Electoral Law permit INEC to use its discretion within the corridor of manual collations and electronic transmission of results.
