Lagos is too big and populated to not have the biggest infrastructure and development of the western cities in this century.

For example the train horn should have been put on at a safe predetermined kilometer before every intersection with alarms at those intersection to indicate approaching train.

A barrier to block motor crossing on rail tract at the sound of alarms to keep vehicle from crossing as train approaches.

These are some measures deployed by sensible government after a comprehensive Hazard Analysis to prevent accidents.
