The next administration after the regime of the President, Major General Muhammadu Buhari (retd.), will begin the repayment of the $800m loan approved by the World Bank as subsidy palliative, The PUNCH has learnt.

Last week, the Minister of Finance, Budget and National Planning, Zainab Ahmed, revealed to State House correspondents that the Federal Government had secured $800m from the World Bank to provide post-petroleum subsidy palliatives for over 50 million Nigerians ahead of June 2023.

The financing agreement document for the National Social Safety Net Programme – Scale Up between the Federal Republic of Nigeria and the International Development Association of the World Bank was obtained by The PUNCH on Tuesday.

The objective of the project is to expand coverage of shock-responsive safety net support among the poor and vulnerable and strengthen Nigeria’s national safety net delivery system till June 30, 2024.

The document signed by the Nigerian finance minister and the World Bank Country Director for Nigeria, Shubham Chaudhuri, on August 16, 2022, revealed that the loan was concessional financing.

According to the World Bank, concessional finance is below-market-rate finance provided by major financial institutions, such as development banks and multilateral funds, to developing countries to accelerate development objectives. The $800m loan obtained by the Federal Government attracts a maximum commitment charge rate of one-half of one per cent per annum on the Unwithdrawn Financing Balance, and a service charge of three-fourths of one per cent per annum on the withdrawn credit balance, according to the document.

It also disclosed that the interest charge is one and a quarter per cent per annum on the withdrawn credit balance.

Also, a percentage of the principal amount of the loan is expected alongside the other charges, and this will increase over time.

While the first payment will be 1.65 per cent of the principal amount, the last payment will be 3.40 per cent of the principal amount.

The payment dates are January 15 and July 15 in each year, starting from January 15, 2027, with payments in dollars.

The repayment will be made in installments, with the first payment due on January 15, 2027, and the last payment due on July 15, 2051.


Nigeria is expected to have a new president from May 29, 2023, who is expected to be at the helm of affairs of the country until May 29, 2027. The President-Elect, Bola Ahmed Tinubu, is expected to be sworn in on May 29, 2023.

This means that the next administration is expected to begin the repayments for the $800m loan.

The PUNCH exclusively reported in January this year that the Federal Government would deploy Point-of-Sales agents for cash transfers during the National Social Safety Net Programme Scale Up.

The finance minister noted that the agents would be deployed so that they can reach rural communities that are not banked.

The PUNCH also exclusively reported in February this year that the Central Bank of Nigeria had suggested the use of eNaira for cash transfers during the National Social Safety Net Programme Scale Up in an effort to drive a cashless economy,

This was according to the National FinTech Strategy document obtained from the website of the CBN.

The document read, “The central bank can use a pre-programmed eNaira to pay intended beneficiaries on the social register, which could be accepted only for a specific purpose and at specifically authorised locations.

“This use case will ensure the proper use of social funds, ensure high-quality data can be collected on the performance of these programs, and help to prevent leakage or diversion of funds. This capability could be extended to other use cases in financial services and related ecosystems, where there exists a priority to maintain the integrity of funds and the purpose for which it is used.”

Why can you make arrangements to pay the loan from the gains of subsidy removal a lot of billions will be save from subsidy removal why not make quick arrangements to pay back

Or why the need for the loan with the present debt level we are presently in there is no need for more than, not even a debt that has very high possibility of being mismanage just like what happened in 2020 Covid-19 palliative

A lot will be save from subsidy removal the focus should be how that savings will be well manage and not more loan

800 million dollars loan for 50 million people to feed, this is not investment. How can you be taking loan of 800million dollars to eat all of it?

How long will the 800 million dollars last to feed 50 million people, then the country will spend 25 years to pay back for a problem that had not still been solved because when the 800million dollars finishes what next, do we borrow another one to keep feeding the 50 million people and add another 25 years again to repay.

Igbos warned against Buhari twice but some people taught otherwise and mocked the Igbos we are warning them again for Tinubu some people are still mocking the Igbos...

Trash. If as they claim, the subsidy is gulping huge amount in billions of dollars, why take a $800m loan facility over 25 years when you are about to save about 10 times that amount per annum from petrol subsidy removal?

Add $800m and other (Billions of $$$ borrowed) loans to get the total burden the citizens and it's leaders will face as debt they owe, weather ur aware or not! That's humans for u!!

In the same way, we all equally owe a great debt which deserves judgement and death but our creator, who made the heavens and the earth didn't want anyone of us to face that penalty/death and decided to send His only son Jesus Christ to take our place by dying for us all. His resurrection was the celebration we all witnessed as EASTER! We must all REJOICE because someone has paid the PRICE for us all and He is risen, seated at the right hand of God Almighty.

I wonder what the point really is if those asking us to do away with petrol subsidy are maintaining huge wellfare for their own poor citizens.

Thats why we want Peter obi so as to reduce wastage. Tunubu is someone that believes you can steal so far you are loyal to him.

Atiku will let a select few close to him steal but no as much as tinubu.

Obi will sevely limit stealing compared to the 2 above.

But Nigeria we vote for the worst and start complaining after.

Funny how tax payers, who make up the remaining 50% that won't be benefiting from this palliative, will be the ones that bear the brunt of repayment.. for their quota system beneficiaries.

How do you take an $800m loan that will be repayed across 25years only to use such funds to do giveaway in the name of "subsidy palliative"? Who takes a loan only to use the money to purchase toys for their toddler? Is that not stupidity? No be juju be that?

We all remember how Covid19 palliatives were looted by politicians. Heck, one shameless woman who is supposed to be a responsible mother shared it as birthday gifts. Only heavens will know the final destination of this current palliative. For posterity sake, Buhari's government should be probed!

That's the only thing APC and Buhari have excelled at for 8 years! Taking loans that can't be accounted for!

If you ask them how much revenue has been derived from the railways to pay back the huge loans taken for it, they will start fooling around!

From federal to state... Y'all just take loans for the sake of it without a plan on usage and repayment!
