"Steal" the first position by using the laws provided by the examiner which allows for the disqualification of whoever took first position if sufficient evidence proving that he cheated or had prior to the exam, paid a fine, or forfeited assets related to any crime can be provided?

Your question 1 means you need to pass 5 subjects i.e 4 and English Language.

However if you are relating it to the 25% in FCT then your question is wrong. If you want it to follow the Logic of the 25% then your question should have been, "You need to score 50% in 4 of your 9 subjects and moral training. What does it mean?"

Then your answer will be that you can score 50% in any 4 of your 10 subjects (even though moral training is not a subject but for the sake of you promoting to the next class we will consider it as a subject if you passed 3 in the other 9 subjects and you also passed moral training then you have 4.
