jfkenny:1. You can't be upgraded except you had written in your form "degree certificate in view" 2. You need to write and get a study leave approval to proceed to study for a fresh degree that you can use in the service. This will help you convert to your target cadre. But know that they may have to demote you. Example : if you were employed as executive officer, and you rose in ranks to level 12 before seeking conversion to say, admin officer cadre. The rule is that your conversion brings you from SGL 12 to SGL 08. So seek information from one who understands the public service rule and other extant circulars. You also get a copy of scheme of service and the public service rule. 2 Likes |

jfkenny:Apply formally to submit your document showing with evidence that you had concluded your studies before your employment. The only crime you can be accused of Violating is going on study-leave without permission which is not applicable in your case |

Hmmmm big problem I recently got a Job with my ND certificate despite having HND. They said they only have vacancy for ND. I accepted it... But my helper is telling me after IPPIS they can write a letter to include my HND. But with what i am reading here, I will just resign the job before IPPIS comes.... |

jfkenny: Its the normal practice especially when you were under employed with the certificate you presented as at the time you were employed Assuming you applied for permission to study I don't really know if such is obtainable in your place if work Then you will apply for upgrading So I think you will keep using it and keep presenting it whenever they are doing promotion so that you can can upgraded Right now what the service knows is that you have an NCE and not degree |

Request for the Civil service Rules. Moreover, your entry certificate will be use. Any other can't expect you notify the system before embarking. |

Tell your office to show you the section of the civil service rule that states that a degree you were not employed with after getting a job with a lower qualification no matter when you obtained the certificate is not or will not be recognised for upgrading or promotion in civil service. Many a times, it is the old generation civil servants that sit on new civil servants promotion claiming that was how they were treated in 1980's forgetting that we are in 21st century and a lot has changed. Civil service is run by civil service rules So let them back up their wicked claim with facts or pursure your upgrading legally.For what they do most times is as a result of wickedness and hatred for young ones. |

It's called conversion..... If you're employed with SSCE when you'd a degree, conversion will never be possible. But if you never had a degree and was employed with SSCE, then you can apply for study leave and if approved, you get your degree and after 4 years of study, if you have any extension, you reapply and it will be approved... Soon as you obtain your certificate, you apply for conversion and it will take just a while for it to be approved and you will be moved to senior staff cadre. 1 Like |

Do you want to cheat the system? Any employment both private and public have policy and some are stated during the recruitment exercises. Your point of entry matters a lot. Some system bend their rules and regulations for their loyalists to be favour. Not in every organisation. Besides, when you got the job after some years. You should have applied for study leave. After the study leave, you follow it from there if you meet the requirements of your agency, company and organisation |

You ought to inform your MDA you were running a program prior to your employment. I doubt that was done? Approval was needed in the first place, particularly when you would need upgrade or conversion 1 Like |

matm:Those rules are there. You'll have to notify the ministry or Agency inorder for ur certificate to be accepted when presented for conversation or upgrading. These rules are still there till today. Many people made such mistakes and there certificates were not accepted. This has happened to 2 to 3 persons I've come across. Pls be informed. |

niyiduke01: It is not true..Degree certificate from a recognised institution except withdrawn by the institution remains valid in the hands of the bearer till death according to the law. No govt department has the right not to recognise such a degree for promotion or upgrading.The unlawful practice is not backed by the civil service rules either.And such illegality has been going on for long. It is high time new breed of civil servants arose to challenge and stop the illegality esp in govt offices. |

carsprayer: johnbuck81: Quotation of the page where it is in the civil service rule would have made me get informed. Someone advised the writer to go for another degree or else his degree will never be recognised in the future even for promotion. Aside conversion/ upgrading, I am yet to see where it is stated in the civil service rule that a degree you got before your first appointment with a lower cader like nice will never be recognised by the ministry in the future when you will need it for promotion to a higher level like level 15. ArsenWinner: .Conversion/Upgrading do not equate to salary increment to match the new level. So, what they call conversion/upgrading to a new level is nothing but a new level in the mouth.Workers who are on that level by promotion are the only ones that earn appropriate salary while the converted ones will be earning their previous salary while on the new level. So. It is only a titular position.So you may forget conversion. Moreover, you will need your degree when you will be going for promotion to level 15 and above depending on where you work.Thats when your new salary grade level will reflect in your salary.As u wait till then, u can go for masters if u can afford it. |

jfkenny:You could have started with your statement of result until when your certificate is available. You are allowed to do that. As for the upgrade, Government recruitment is based on advertised positions. If lower cadre is advertised, then you keep your PHD aside and become a junior staff with your SSCE. You are only converted if the study was undertaken with approval from the authorities. |

This particular issue is common in civil service but if you have approval or retrospective approval it will be easy . Aside this you have tobe in pardon list And did you take the same course in your nce and degree (it might be another issue)? And was your degree a teachable subject? |

jfkenny: When you got the job in 2013 using your NCE certificate, the job was given to you based on the NCE certificate that you tendered then for employment. Your degree certicate was then issued to you in 2014. There is no way that you can apply for convertion right now. Apply to university for master's programme. When you secure the admission to pursue the master's programme, you could notify your office that your BSc was in view as at the time you got the job using your NCE certificate and you want to use your BSc certificate which you obtained in 2014 so they can grant you permission to pursue the master's programme, after that you notify your office that you have completed the programme and then you apply for conversion 1 Like |

OP just try anyway to look for somebody to help you,as you were given what you used to apply for the job at the first instance,or better still,go to the office of the head of service and try your luck with Oga I beg help me,may be the HOS will be kind enough to help as some body I no was helped last year with the same issue as yours just by begging. |
