This was wrong, very wrong. The best they could have done was to return the money. It's Russia's money, denying them of their hard earned funds is robbery.
Anyway they paying for the foolishness already, Russia is insisting they pay for gas in rubbies since she can't access her dollars.

But dollar as the global currency is not going away anytime soon. It will take a lot to displace dollar n no country is willing to take up those lots of responsibility.
First, u must be ready to run a trade deficit for your currency to be available everywhere. China has built her economy around export n will never run a trade deficit. Other countries economy is too small to even threaten dollar hegemony.
