What Tinubu did is what you would expect from an experienced politician. He is sending a message to all others not to expect refunds for executing projects without Fed Govt consent, but las las, I feel he will still refund the funds to Rivers State if the project is deemed worthy. Besides Rivers get so much allocation, and derivation that they don't really need refunds.
