it has been observed that with all the natural resources in the country more than 50% of her citizens lives below poverty level. why is it like this and what can be done to improve the quality of living in the country?

Might be something to do with productivity ( both on the part of many of the leaders as well as the general populace) though i'm not sure.

Then again you have the high corruption levels, etc etc.
