Incapability wasn't the reason Jonathan went to get mercenaries. They weren't just from SA. The entire military structure was corrupted. Niger Republic has large deposits of uranium which they mine for export, but do they have the technological-know-how for nuclear weapons development? The answer is NO. So not every country that has deposits of uranium can build nuclear weapons.
