This is what I try to tell people. I remember Oshodi of the 90s...robbery in broad day light used to go on daily there. It's only people that are too young to know this that will say otherwise. This dude came and looked at the situation...if you're even able to arrest all the touts, which prison will you put them. Even if you can do that, more are born every day. So, he decided to control them...employ them.
