If you want to know who was instrumental in building the refineries, it was conceived and built by Obasanjo govt as part of the 3rd National Development Plan, along with NAFCON, Iwopin, Oku Iboku and Jebba paper mills. Prof Tam David West as oil minister under Buhari and IBB ensured they were efficiently run.
