The Federal Government has introduced a fee of N1,000 to be paid by all motorists annually for Proof of Ownership Certificate (POC) verification.

Lagos State is kick-starting the collection of the fee for POC from motorists beginning from July 2023.

At a joint news conference in Ikeja, Lagos on Tuesday, the Permanent Secretary, Lagos Ministry of Transportation, Engr. Abdulhafiz Toriola, said the state government had begun the implementation of the new initiative that aimed to streamline and enhance the process of vehicle ownership verification which is the “annual Proof of Ownership Certificate (POC) in line with compliance with legal requirement fundamental to transparency, security and accountability within transportation network.

He said the initiative was in accordance with the National Road Traffic Regulation 2012 as amended, No. 101, Vol. 99; Section 73- (1) which states that ‘There shall be Proof of Ownership Certificate for all registered Vehicles’. Section 73- (1-6) also added that ‘The commission shall establish and maintain a Central Data Base for Vehicles and drivers for the federation.”

“To this end, the Federal Government has introduced the issuance of annual Proof of Ownership Certificate for all registered vehicles.

“This certificate will serve as official documentation of a vehicle’s legal owners upon successful completion of the necessary requirements and procedures.

“The POC will contain vital information including the vehicle’s registration details, such as, license number plate, model, year of manufacture in addition to owner’s name and address.


“​Having critically reviewed the challenges encountered in ensuring promotion of Safety and Security of lives and property through the issuance of POC nationally and especially in our Dear State, the Joint Tax Board in its communiqué issued at the end of the emergency meeting held on 9th May, 2023 adopted and made a resolution that proof of ownership certificate (PoC) be issued to motorists on an annual basis nationwide,” he said.

The permanent secretary said the the decision, among other things was aimed at tracking the real time status and guarantees the integrity of all vehicles registered on the National Vehicle and Identification Scheme (NVIS) database.

He stated that for effective security administration, the annual POC was specially printed and connected with other vehicle documents in the state.

Toriola explained that through the POC, statistics of vehicular population nation-wide could easily be obtained, while it would bring solution to minimization of car theft and recovery of stolen vehicles, as well as streamline the fulfillment of uniform licensing scheme mandate.

Other benefits, he said, included that the states motor vehicle documents could easily be verified regardless of the issuing state; safety and security of vehicles and their owners, enhancement of National Vehicle database for national security and for planning and economic development.

“We believe that the POC will help track the real time status and guarantee the integrity of all vehicles registered on the National Vehicle and Identification Scheme (NVIS) database and it is based on the safety and security it guaranteed that the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu has approved for its commencement in Lagos State, hence this briefing to enlighten the public,” he said.

I am not a Tinubu fan but i don't have problem with this policy but for few concerns.

Here is why.

In England, you pay 3 things on a car mandatorily. These are Road tax. you pay tax to government for using their road. Every car in UK pays this. UK government makes billions of pounds every year from it. We pay insurance and we do MOT every year.

The government needs money to run things. Nigeria is owing almost 50 trillion. That debt needs to be paid.

Here is my concern with this policy

Timing: Nigerian's are suffering already. You removed Subsidy that skyrocketed commodity price and PMS price without anything to cushion the effect on the people.
The price should be reduced to 300 naira which will give government 30 billion each year assuming we have 100 million cars. 30 billion can do a lot on roads in a year.

Whatever takes money out of people's lean pocket should be avoided for now.

Electricity bill is going up in July

We don't have data to track all cars in Nigeria to ensure compliance. Agbero will harass Nigerians unnecessarily. making life hell for motorists.

Ogas at the top will print receipts and take the cash away except where it must be directly paid to the bank and online receipt generated which road safety can verify on the go when they ask a driver.

Tinubu handlers should tell him that those hailing him will soon join those mocking him if the policies do not have human face.

People are already suffering.

You cannot just be milking the populace in the name of generating revenue. Why does a car owner have to pay for POC every year, and still pay for vehicle license?

It's sickening to hear that some individuals made over N100 billion in false subsidy claims.

Many ordinary people are prepared to join you in the painful journey of mending this country, but without the wealthy also returning at least some of the money they stole, people will revolt o.

Haba. Subsidy removal, naira devaluation, electricity price increase, unjustified bank charges etc yet the super rich are stealing even more

Look at the huge profit the banks are declaring for goodness sake...all on the back of excessive charges imposed on people's accounts.

Now they want us to pay N1000 yearly to prove that we own our cars. Do the wealthy pay yearly to prove they own their mansions and private jets?

What next?

Do I have to pay yearly to prove that I own my TV, gas cooker, or my phone. If no, then why cars

The POC will contain vital information including the vehicle’s registration details, such as, license number plate, model, year of manufacture in addition to owner’s name and address.

All these levy won't do much until we do the necessary things as a nation.
The change must start from the office holders,
The politicians.
And the populace will take serious all these actions.

How to move our Darling country forward...

1. Abolish SECURITY VOTE in NIGERIA. Nigeria will pay N45,000 minimum wage comfortably.

2. a) Abolish CONSTITUENCY PROJECT FUNDS
b) Reduce number of ADVISERS to SENATE PRES(2), HOUSE SPEAKER(2), GOVs(4), PRESIDENT(5), VP(2)
c) Reduce current ALL Political Office Holders PAY CHEQUES by 51.5%, without exception
d) Do away with special remuneration to POLITICAL ADVISERS & PUBLIC SERVANTS e.g; Purchase of Private Vehicles, Houses, granting Govt paid Vacations, paying for 1st & Business Class Transportations, etc, etc...
e) Abolish payment of OVERSEAS MEDICAL BILLS for Political Office Holders.
f) Eliminate PRIVATE PRACTICE in public workforce
g) Eliminate participation of Public Workforce in Partisan Politics.
h) Institute EMPLOYMENT BY MERIT, and eliminate UNDEREMPLOYMENT.
i) Review and eliminate allocation of Govt paid POLITICAL AIDES & SUPPORT STAFF to Political Office Holders.

With (1) + (2) Nigeria would pay a minimum wageof N65,000 comfortably.......
