Even in the USA, any soldier you see responding to crisis or terrorist attack inside USA is drawn from Homeland Security under the Department of Homeland security, not the regular Military under the Department of Defense.

You sound knowledgeable about these agencies. I applied to join the NIA in 2019. Did the physical screening and exam but didn't make it to the interview stage.
