I recall when I had something to do at the head office, some dubious officials were collecting money to grant such request until the head official heard about it and put a stop to it. Now those who already used money to acquire their request couldn't have got their refund money because they weren't even aware of the fraud taking place in the office in the first place. I don't even think they would even remember the face of the officials who duped them if asked today because it's been a while. That was the case of kemi.
