It is bad governance.
Institutions weakened and stunted by parochial interests. They cannot do their jobs to nip these criminals in the bud before they go international. If not how can they get papers with all sorts of claims ranging from medical to education without some folks compromising here.

We are apt in this part of the world to react to symptoms only. We never get to the base of things, the root causes, so we are always locked in step behind outlaws.

There is no society without crime, the difference here is that we cannot agree (as you will observe on this topic/forum) as to what is right and wrong and how to go about tackling it.
