You're spewing jargon! Basic economics teaches us the more mouth to feed the more complex the economy. Canada is inviting people but you failed to mention they only want skilled and/or professional workers. They don't want good for nothing leeches that would drain their economy, 60% of Nigerian populace are non skilled especially in the North. Qatar, Kuwait and UAE have an homogeneous society, aka majority of the nation share the same beliefs and religion!

Every country welcomes both but Canada specifically makes it easier for skilled workers. I still helped 5 families migrate this year alone.
