Emergency. The single yellow line is a restricted lane, that's is, only some class of road users can drive there, eg, ambulance, fire fighter, police, brt(for states like Lagos), if you are not part of the lane users and you have to stop for anything (breakdown, relax, etc), you need to leave the highway, however, you can't drive on that lane with yellow markings, that's why that space is created with a dotted line so you can drive through.

The broken Yellow line means you may pass if the broken line is on your side of the road and safe conditions exist, but you may not pass when a solid yellow line is on your side of the road.
The section of the road is carved out for any type of vehicle to pull over not restricted to any type or law enforcement.
The broken line simply means you can pass.

The op picture is showing 2 scenarios, there is a lane and a lay-by.
All vehicles are moving towards same direction, there is a reason for entry and exit point on that lane, if it's allowed to switch at any point in time, the entry or exit won't be necessary.
You can show the picture to a traffic mayor to explain it's meaning.
The picture you posted is presenting a different case, and I've driven on roads with some of such scenario.
1. You can only pass where it is broken.
2. You are allowed to turn to your left if the broken part is on your side, meaning you can't turn if the line is not broken for you. Wrong way/one way.
3. Another Wrong way/one way.
4. All moving towards same direction but there is a need for caution, why should there be caution since you are facing same direction?
5. An extra road sign is mounted to determine the right direction for the user.
6. It's only those within that can cross out towards their left, if you are on the extreme 2lanes of either sides, you can't drive in to join them as the solid line is on your side.
Using the first and 4th pix, everyone is moving in the same direction, but there is a point you can only try to cross, that point is the point where the lay-by is situated.

Those spaces are called Lay-by. It's for emergency reasons. Breakdown and stops to receive calls etc.

Haven't you heard of science technologies which consist from architects that made designs of the roads, quantity surveyors that prepares the bills of every project, surveying, just to mention but a few... The work of a civil engineer is not much compared to the work of a quantity surveyor.. engineers are just there to oversee the work through and make sure it's in line with.. meanwhile those are lay-by

It's called a road Widening. It's mean't for emergency side parkings or bus pickup or drop off locations with out distrupting the normal flow of traffic..
