You are talking from your perspective and I can tell you, Kogi is not a country and when and if they become a country you can discuss their coastal standing, now for your information, Nigeria's coastline is Kogi's coastline, so Kogi is a coastal entity becuase it is part of a state that is coastal especially when Kogi has a navigable river that connects to the sea and the Atlantic, now the territorial waters of Nigeria is the territorial waters of Kogi state
