All he requires iis school cert but he didn't submit school cert .

The question isn't wether he went to school but wether the degree he submitted to INEC is the same as the one issued to him by CSU in 1979.

Even if one graduates from a University and his degree certificate is missing, he then manufactures a prototype of that certificate with different logo and signatures he has committed forgery. Once it is determined that he did that irrespective of wether he graduated from that University or not he is deemed to have gone against the constitution of the land.
