Any news of this elusive Dangote refinery no longer excites me! It looks like a scam to me. Especially knowing how much Dangote got from the FG & favors from Lagos State for this refinery that has refused to kick off. |

The PIA does not provide NNPC the powers to be regulators in the oil and gas industry. NUPRC and NMDPRA are the regulators. Before PIA DPR, NCDMB are some of the regulators. NNPC does not have the power to grant License to Operate to Dangote Refinery. This publication is a whole lot of balderdash. |

"the uncompleted refinery was hurriedly commissioned by the former President Buhari in order for Dangote to access additional equity funding from the Nigerian Government as well as a crude allocation of 300,000 barrels per day which insiders say would have been sold to raise cash for creditors and partly fund the completion of the refinery. This crude allocation was however put to a hold when the new Government of President Tinubu was sworn in, and it was discovered that the refinery was far from being complete but was falsely commissioned in order to take the crude allocation and sell outside the country." So the whole idea behind rushing to commission the uncompleted refinery was for uncle to start selling crude, instead of refining. This is criminal! |

otokx: Yes, the completion will add value to the economy. No doubt about that. But even Dangote is not bothered about the completion, and he is not in a hurry to complete it. They commissioned the refinery so he could access 300,000 barrels of crude per day and sell, not to refine. That alone is a massive venture but criminal and exploitative. He would have succeeded in doing that if buhari was still the president. Read the write up again. |

aminulive: NNPC is not a regulator. Even when it had the inspectorate arm of the Oil and Gas Sector, it still wasn’t fully a regulator and eventually DPR was created out of it. NNPC is an Oil Company. NNPC even has to get license from the real regulators. This nonsense misinformation about NNPC is what make people lack better understanding of the organization, thereby allowing them (Melee and all the Past MDs) to act as if they were enshrined with regulatory powers. NNPC is like Petrobras, Petronas, etc. IT IS AN OIL COMPANY OWNED BY THE GOVERNMENT. It is NOT and will never be a regulator. It never grants any permits, licenses, approvals, consents or waivers.A REGULATOR CANNOT BE AN OPERATOR. A referee is not a player for any team. There is a lot of misinterpretation and misinformation about when NNPC signs an agreement with a company like every business venture. Signing agreement to lift my crude IS NOT A REGULATORY FUNCTION. As a matter of fact, such agreements have to be sanctioned by the REAL REGULATORS. NNPC just bulldozes it’s way to get undeserving standing and respect because they are the ATM of the Federal Government. Prior to the Petroleum Industry Act (PIA) 2021, the Department of Petroleum Resources (DPR) was the sole technical regulator. Commercial regulation was by NAPIMS mainly. However with the passage of the PIA, the industry was granted two regulators 1. NUPRC (Nigerian Upstream Petroleum Regulatory Commission) 2. NMDPRA (Nigerian Midstream and Downstream Petroleum Regulatory Authority) The NNPC as an oil company is regulated by these two agencies as it is an upstream and mid/downstream player. NNPC IS AN OIL COMPANY AND DOES NOT REGULATE SHIT! They are operators and a Horrible one at that. An operator that runs as a loss amounting to billions of dollars and yet they are still being financed. Under normal conditions the company should be bankrupt. This nonsense journalism that misinforms Nigerians about NNPC needs to stop. NNPC behave the way it does because of gross abuse of office and usurpation of powers and roles/functions from other agencies. In a sane society many past heads and key management staff of that organization should be in jail. In China some will be executed for the wanton level of corruption. 2 Likes |

Basicend: 1.Dangote started under GEJ...and the PDP 2.I doubt that Tinubu would want Dangote to fail. 3.I doubt that even if Obi and Atiku were in charge, they would want Dangote to fail. 4.Still, it is kind of dissapointing that at the end of the day, Dangote hasn't delivered his refinery. It's begining to look irritating and annoying. |

Then Dangote group as a whole is in debt to the extent that one billion dollars is not enough to service the debt at once maybe in a year and servicing the debt does not mean it will reduce significantly. Where do you think Dangote can get three billion dollars from? |

He is facing troubles on two fronts now. The first is the uncompleted refinery. He has definitely beaten more than he can chew The second is the cement business where his chief competitor Bua cement has promised to slash the price of cement. nairalanda1: He can't raise that kind of money. His Dangote group is in debt seriously more than the real value of the assets of that group because how much is the value of even 50,000 trailers?. He once used around one billion dollars of dividends to service debts. So technically he does not own up to ten percent of the group. It is the creditors that are the real owners. If your investment that you own one hundred percent worth 100 million is owing banks 150 million, how much is your net worth?. All you have is income and market then nothing else. The stock of Dangote shares is not worth up to ten percent of the quoted value. Why?. Because much Less than five percent is available at anytime in the market and even that one is being bought back by the management. If you bring everything to the market or thirty percent to the market instead of one to five percent that is available, then the price will fall like a rock. It can go down by 99.9 percent. It will be like flooding a market with 2000 kg of garri when only 20kg is the demand. Is it that kind of person that should build an 18 billion dollar refinery with debt financing as a sole proprietor without having a dime invested in it?. It is profiteering and not real business. Saidfx: So you prefer that the government license an uncompleted refinery? Why should the Nigeria government offer Dangote Refinery, 300,000 barrel of oil that will be sold off to fund his refinery. Buhari government invested $2 billion in the refinery and we are still not completed. |

NNPC that's a shareholder in the refinery and eager to see it start to take pressure off their heads won't even hesitate to give any certificate Dangote is looking for right now.
