Something tells me a lady was attending to get him a certificate while he was busy with his DRUG dealings. Later he paid the lady and CSU off. Then lost the certificate and forged a new one.

But it has been reveal that his has two Social Security Numbers:

One appeared in his well documented heroine cases, and the other in his 'female' transcript used for the CSU admission.

I don't live in the US, but can one person have two SSN? Isn't illegal? Isn't it forgery?
