Thanks for the post. It confirms there is a law against Indecent Exposure, which has to do with exposing genitals (private parts)

This is where the problem is - How do you prove Indecent Dressing? Someone putting on so called "Indecent Dressing" may not necessarily be exposing genitals.
So except for cases where the genitals are exposed, it is impossible to prove "Indecent Dressing"
