Soldiers are meant to be neat at all times except you can't help it(in war or trainings).

During training, you, your rifle, your room and bathroom will be inspected regularly. If you're not clean and neat, you'll [i]buy job.[/b]

Now those men you're seeing, what they passed through before getting to where they are today, many passed through it and died.
You don't become a General by sitting in office all through the years. All of them are battle tested!
