Problem is the civilians are also harboring the terrorists. Most of their houses/buildings have tunnels which the civilians know about. I saw a video of one of the people Hamas killed at the party rave at Kibbutz re'em, the supposedly dead lady was being conveyed in a pick-up and some of the civilians were spitting on her body.
