Both Plateau and Zamfara go against a court ruling on how they conducted their congresses. Party delegates who voted during the party primaries are product of the congresses. A once there’s a court ruling cancelling the Congress, anything the party does is null and void except a higher rule otherwise.

Some members of the Plateau state PDP took the party in Plateau to court over the conduct of the congress, and the high court ruled that a fresh congress should be conducted because the first one was against the PDP constitution.... The state PDP did not appeal the ruling rather they went ahead to organize party primaries....

INEC does not have the to disqualify a political party from contesting election so far that party has been duly registered... The only thing INEC can do is to deregister a party and that party will seek redress in court...
The only thing that can make INEC not to include a party in any election is a valid court judgement/order..
