Some things are pure politics

I can remember strong occasion Okocha should have won it but African politics gave it away

1998 after the world cup Okocha was supposed to win it but it was given to Mustapha Haji of Morocco the man was even surprised he got it ahead of Okocha when he was interviewed

And the next time was when Okocha was contesting with Eto'o. The cameroonian CAF president ensured Eto'o won it back to back even when Okocha should have won it.
But that period BBC rewarded as African best

And the line will Always be " He was Soo good they named him twice,..
2 times BBC African footballer of the year

As for is popularity,
It's not a doubt Okocha is arguably the greatest ball dribbler to come out from Africa.
For me I think one factor that worked against him was not playing in the biggest clubs p
