Anyone can chose to restart NCNC or Action Group too after many decades of non-existence.

AD had many factions with many factional Chairmen, as manipulated by PDP to prevent competition. The faction of AD that Tinubu belonged to, chose to form another party and exited AD with all its political offices it had in the different states and at the National Assembly.
