A civil servant can be defined as a bureaucrat hired by the government to work for the public sector. Examples are teachers, traffic wardens, workers at government secretariat.

Public servant, on the other hand, is an elected or appointed member of the government for social or public services. Examples are governors, presidents, commissioners, senators.

Every civil servant is a public servant, but not all public servants are civil servants.
Civil servants are people employed by the government for its day to day activities. Examples are people that work in ministries. Public servants are people that work in specialised agencies of the government. Examples are people that work in agencies like EFCC, NNPC, Central Bank,FIRS,and all autonomous agencies.
