Instead of this, import food enmass and sell with tiny profit to achieve two things.
1. Crash food prices.
2. Put food on more tables.

After that, print your usual money, give 30% to farmer as input and tell them you are buying their output so they will be motivated to work hardest. Buy the output with remaining 70% into national food reserve.
As they pay tax, use that to pay salary gradually.

It is better to pay into Bank account for effective monitoring of the Beneficiaries. Cash transfer and distribution by hand is highly fraudulent which happened during PMB time. Most of the active poor have Microfinance Bank account number which can be used for the transfer purposes.

I think this is a welcome development, that is the easiest way to reach those that need the money, after those with bank account has been settled, the government should device a means to reach those with no bank account who are in the minority.
