Obi hails FG for adopting Oronsanye report

The presidential candidate of the Labour Party in the 2023 election, Peter Obi, has hailed the President Bola Tinubu and the Federal Government for implementing the Oronsaye's report.

The Oronsaye Report which came into existence under the leadership of former Head of Civil Service, Stephen Oronsaye, is a document that contains recommendations for restructuring and rationalising the Federal Government of Nigeria’s agencies, parastatals, and commissions. Submitted in 2012, the Oronsaye report revealed that there were 541 – statutory and non-statutory – Federal Government parastatals, commissions and agencies. The 800-page report recommended that 263 of the statutory agencies be slashed to 161; 38 agencies be scrapped; 52 be merged and 14 be reverted to departments in various ministries.

In a series of posts via his X handle on Wednesday, February 28, Obi stated that although he is an opposition, whenever the government takes a right decision, we should agree and propose related or even better ideas in order to move the nation forward adding that the implementation must not be rushed as those who would be affected more are the civil servants.

Obi wrote in part: "I have received several text messages from people wanting to know if I would have implemented the Oronsaye Report, which full implementation has just been directed by the President. In response to their questions, I would like to refer everyone to my Manifesto and my response to similar questions during my campaigns. On the 5th of October, 2022 at Havard University, I was asked: "Will you implement the Oronsaye Report?" and I responded in the affirmative.

"I went further to explain that implementing the report is one of the best ways to make governance efficient, cost-effective, and productive. Being in opposition does not warrant blind and thoughtless criticism. Whenever the government takes the right decision, we should agree and if need be, propose related or even better ideas to move the nation forward. I have always been an advocate of the 3 critical components of the Oronsaye Report, which are: i) drastically cutting the cost of governance; ii) eliminating the overlapping of responsibilities to ensure that responsibilities are appropriately domiciled; and iii) increasing efficiency and effectiveness, which will increase productivity.

"However, we must not rush to implement the Oronsaye Report just because those that will be directly affected are mostly civil servants. A very deep understanding of the workings of the Federal bureaucracy will be required to effectively implement the Report. Grasping the symetries between the federal and the other tiers of government will be imperative as Federal agencies have branches and outreaches in all the 36 states. We the political leaders, should be ready to back up such implementation with our sacrifices from comfort and selfishness, for the overall development of the nation. In implementing this Report, conscious effort must be made to cushion the effects of such a major overhaul on the workers, to avoid driving more people into hardship, in these very challenging times."

Obedient losers, Peter Obis supporters, the Labour Party, have the audacity to hail the corrupt and embezzling FG for implementing the Oronsaye Report, which only benefits their selfish interests and not the nations development.

Peter Obi remains an Iroko both in governance and in the opposition. If it were APC or Tinubu in opposition, lies, deceitful protests, terrorism sponsorships, and propaganda would have been the order of the day like we saw from 2007-2014 when the scam party and true fascist group were in the opposition.

Agbado-Ronu and Buharists who were true reflections of their corrupt leaders should learn something from Obidients.

Good one from Peter Obi.

The agbado e-rodents should not cry when Obi calls out the druggie thief for failing to implement the report directives.

Adoption is different from implementation.

I have carefully thought about this Tinubu’s purported implementation of Orosanya’ s Report.

They are not scrapping the agencies. They are merging some of them that have similar functions to operate under one directorate instead of operating in silos - which is good.

However, this administration already created new agencies and has the highest number of ministers since 1999.

Hence, this merger looks more for the optics than a sign of seriousness.

The announcement is simply closing buildings and moving people over to another building. That's what it looks like. Their budget won’t necessarily reduce because same people are now under one agency doing same thing.

A few questions comes to mind with the supposed mergers

Who is to monitor the mergers and implementation to ensure its full implementation?

What is the timeline when they must have completed the movement?

How much will government save if this is fully implemented?

Will the ministries and agencies leave out their budget for 2024 already or return funds if already allocated?

We really have a problem with planning. It looks to me like because in the last few weeks people have been asking for implementation of Orosanya report or Jonathan's 2014 CONFAB report. Boom, someone picked up Orosanya report, told Tinubu its being asked for in the media and they announced it without details of its benefits.

We will wake up 2025 and discover that certain ministries have not moved because no one knows when and how it will happen.

After scrapping everything, if they don't stop their reckless spending, nothing will change. It is just the way subsidy removal has proven to be useless because the gains from it have been spent on frivolities like sponsoring pilgrimage.

We need details of the value saved from these mergers in terms of time and money as the intention of that report suggested.

Efficiency and Productivity metrics to be precise.

But alas na from basket A to basket B movement. Work done = 0

If you just say agencies are merged without providing details of the implication in cost savings and productivity enhancement to the government.

You create gaps for people to speculate about the benefits of such actions.

Moreso, citizens are unable to hold you accountable, if such benefit(s) is not visible or impactful.

The government needs to provide complete (end to end) information, the first time. Not waiting for people to push back before supplying additonal information that will look like an after thought.

There are a lot of halves and quarters which stimulates doubts.

Tell us....these are the agencies we are merging, overhead is expected be reduced by X amount, productivity or deliverables to improve by 'X' 'Y' and 'Z'

Then people can monitor and subsequently verify if truly the mergers produced results as expected or raise observations if otherwise.
