All should be held accountable my friend. If the fed govt didn't give them the room for such stupidity, they wouldn't have but because they are in a circle, their stupidity is uniform. Open up the boarders while grains flood in give farmers and other agriculturist the avenue and platform that will favor them to grow enough food.
